There is one hard constraint here: capacity. A catamaran takes up to twelve guests — from €780 for four hours — and that is the ceiling for a standard vessel; a few boats in Kotor take up to fourteen. A group of twenty means either two boats running together or a large motor yacht, and the budget changes accordingly.

What it works out at per head
A catamaran for twelve from €780 is €65 per person for four hours. By comparison, the group boat around the bay costs from €53 per person — but with eighty strangers aboard, someone else’s timetable and a guide who speaks only Russian.
The difference between “we all went together” and “we went with eighty strangers” costs twelve euros a head, and that argument usually settles it.
What to settle in advance
Catering. Most vessels allow you to bring your own, but the rule is not universal — agree it at booking. Catering from shore is delivered to the berth; there is nowhere to cook aboard.
Format. Four hours means out, an anchorage for swimming, and back. Eight hours lets you reach the far coves and eat ashore. For anything that involves talking, plan it at anchor: under way it is noisy.
Paperwork. How payment is handled for a company differs by operator — ask that first rather than last.
Weather. In a swell the trip is moved or refunded. If the date is fixed, take the morning: the wind usually gets up after midday.
Why Tivat is the easiest base
Porto Montenegro is a marina with more than 500 berths, one of the largest in the country, and the airport is ten minutes away. For a group flying in and out within a day or two, that removes half the logistics.
Tivat also sits in the middle of the bay: in the same hours you reach both Perast with its islands and the open sea. From Kotor the inner bay is longer; from Budva it is the open coast.

What to keep in mind
Book ahead: there are fewer twelve-guest vessels than small ones, and in July and August they go first.
Light-soled shoes or bare feet — dark rubber marks the deck. For an event with a dress code, that is worth telling people in advance.
A windbreaker is essential in the evening: it is five to seven degrees cooler on the water than ashore.
