Herceg Novi sits right at the mouth of the bay, and that changes the mix of routes: it is the closest town to the Blue Cave, Mamula island and the coves of Luštica — including Dobreč, which no road reaches. The Croatian border is nine kilometres away, the Bosnian one twenty — trips abroad start here sooner than from Budva.

The Blue Cave and the Luštica coves

Boats leave straight from the promenade: two or three hours with a swimming stop, from €30 per person. The programme covers the Blue Cave (Plava špilja), where the water glows blue off the pale bottom, Žanjice beach and the Austrian fortress on Mamula island. The boat stops at the mouth of the grotto and you go in by kayak or swim from the boat — motor boats have not been allowed inside since 2026. Mamula is seen from the water: the island is a hotel and closed to visitors. The light in the cave is best from eleven to three, and in a southerly wind boats keep away from the grotto — a safety matter, not the skipper’s whim.

Trips across the border

Dubrovnik is about an hour away plus the border crossing, and Trebinje in Bosnia about an hour too. From Herceg Novi these routes are an hour and a half shorter each way than from Budva — a difference worth a whole day of sightseeing. From here Dubrovnik costs from €43 per person and Trebinje from €54; the Dubrovnik trip runs in season only and does not operate from October to May. The operator runs all its tours, group and private, only with a Russian-speaking guide. Everyone needs a passport, visa rules depend on citizenship, and you check them yourself in advance: the organiser handles the group’s formalities, not your documents.

The town of stairs: what to expect

Herceg Novi is built on a slope and has stairs instead of streets — several hundred steps from the promenade up to the upper town. Coaches collect groups down by the water, so from a hillside hotel you walk down. Allow an extra fifteen minutes for that, and do not bring a wheeled suitcase.

Prices by format

Prices are starting prices, per adult. A child's ticket is usually about half the adult price; the operator gives the age limit and the exact sum in each route description. Entrance tickets and lunch are normally paid separately on the day — the operator gives you the exact figures.

Does the boat go inside the Blue Cave?

No: since 2026 motor boats have not been allowed into the grotto. The boat stops at the entrance and you go in by kayak or swim from the boat. In a swell, swimming at the entrance is called off — it is most often the afternoon trips that fall through, when a southerly wind gets up. If the weather cancels a trip, the date is usually moved or the money refunded — check the terms when you book.

Do I need a passport for the Croatia trip?

Yes, for everyone. Visa rules depend on citizenship — check them yourself in advance. The operator handles the group’s formalities, not your document.

Where do the boats leave from?

From the town promenade, the Pet Danica walkway. It runs seven kilometres along the sea, so from most hotels down by the water the pier is a few minutes away.

Are the tours from Herceg Novi in English?

No: this operator runs every tour, group and private, with a Russian-speaking guide only. For Dubrovnik the simple alternative is the bus — six departures a day, €24–30, 1–2 hours.

Why is Dubrovnik cheaper from Herceg Novi?

The town is nearest the border: from €43 per person, against €53 from Budva and Tivat and €63 from Kotor. The summer queue at the crossing still takes from half an hour to two or three hours, and the trip runs in season only, not from October to May.

Can I go to Ostrog or the canyons from Herceg Novi?

Not in 2026: the only group trips from here are Dubrovnik, Trebinje (from €54) and the evening cruise. Ostrog and the canyons leave from Kotor, Tivat and Budva, and Kotor is 43 km, an hour and ten minutes, round the bay.
