Car hire in Shkodër
Shkodër (Shkodra) is the first sizeable Albanian town on the road from Montenegro: about 30 km from the Hani i Hotit crossing, about 60 km from Podgorica and about 42 km from Ulcinj via Muriqan. That makes it a handy place to switch to an Albanian car or start a tour of the country. Car hire in Albania starts from €11 a day; prices in Shkodër for your dates are in the search above.

Which border crossings lead from Montenegro to Shkodër?
Hani i Hotit–Božaj leads to Podgorica: about 30 km from Shkodër to the border and about 60 km to Podgorica itself — roughly an hour without a queue. Muriqan–Sukobin, the coastal crossing towards Ulcinj, opened in 2009: Ulcinj is about 42 km away, around an hour plus the border. On summer weekends there are queues at both.
From the Montenegrin coast the second route is easier: from Budva it is 65 km to Ulcinj, then Muriqan and Shkodër — about two hours in all plus the border. Ulcinj itself is covered in Ulcinj and Velika Plaža.
Montenegrin hire car or Albanian?
A car hired in Montenegro is allowed into Albania only with the rental company’s written permission and a Green Card — usually €25–50 per rental. Without permission you face a €300–500 fine and lose your insurance cover. More on the Montenegro car hire page.
If Albania is a separate leg of the trip, you can pick up a car in Shkodër instead. Prices here for your dates are in the search above and are worked out by the company; nationwide, hire starts from €11 a day. Taking an Albanian car back into Montenegro also needs the company’s permission and a Green Card.
Crossing back and forth: passport, phone, money
Carry your passport for every crossing; entry rules depend on your nationality, so check them for both countries before you go. Albania is outside the EU’s roam-like-at-home rules — a UK or EU SIM roams at your network’s rates — and the money changes at the border too: Montenegro uses the euro, Albania the lek. Take some lek for petrol stations and parking.
Day trips from Shkodër
Rozafa Castle stands right above the town: walls, a museum and views over the lake and rivers, with a history going back to the 3rd century BC. The mountain valley of Theth is 2–2.5 hours away. The road was surfaced in 2023 but is single-track with passing places, and it is only worth driving in the warm months — in winter it is impassable.
The mountain route from Theth to Valbonë is forbidden for hire cars; go round via Shkodër. The Lake Koman ferry is for 4×4s only and with the company’s consent, and it does not run in winter. Tirana is about two hours away.
Before you set off
Fill up in Shkodër if you are heading into the mountains: on hairpin roads fuel use rises by about half again, and rural petrol stations open only in the daytime. Pay cash in lek — small stations do not always take cards. Satnav in the mountains sometimes sends you down dirt tracks, so check the route in advance.
