Do you need a car in Albania?

Honestly, not everyone does. If you are spending a week on the beach in Ksamil, a car will sit idle most of the time — in summer a bus runs there from Sarandë. If you are staying in central Tirana, the city is easier on foot.

A car earns its keep when you plan to see more than one place: Berat and Gjirokastër, the Blue Eye, the Riviera over the Llogara Pass, the mountains near Shkodër. Albania also pairs easily with Montenegro: Podgorica to Shkodër is about 60 km, Ulcinj to Shkodër about 42 km.

How much does car hire in Albania cost?

The lowest price nationwide is from €11 a day. By class, at Tirana airport: economy from €12, saloon from €19, crossover from €21, a 7–9 seat minivan from €30, premium from €34. In Durrës hire starts from €15, in Vlorë from €25. Prices checked in October 2026; the exact amount is worked out by the company.

The season makes a real difference: in August the national average is around €41 a day, in January and February around €18 — roughly half. Demand stays high from July to September, so book early for those months. In Tirana and Durrës the peak falls in September rather than August.

Where to collect a car: the airport and the towns

Flights land at Tirana airport, Mother Teresa (TIA): an agent meets you on arrival, the keys are handed over in the car park by the terminal, and the centre is about 17 km away. Vlorë airport does not take passenger flights yet.

If you are coming from Montenegro, the nearest is Shkodër, the gateway from Podgorica and Ulcinj. On the coast, cars are available in Durrës, Vlorë, Sarandë and Ksamil; some companies bring the car to your hotel. You can return it in another town — the fee for that is on the car’s listing.

What you need to hire a car: documents, deposit, insurance

A passport, a driving licence and a bank card. The licence must show your details in Latin script and be valid until the end of the rental — UK and EU licences are fine as they are, while US and Canadian licences are accepted only with an International Driving Permit. The official minimum age is 18, but every company sets its own; that and the required driving experience are on the car’s listing. The minimum rental is 24 hours, and part-days count as full days.

You pay 15–20% when booking and the rest on collection. Some cars need no deposit, but that does not remove the excess. Basic cover is included in the price; standard cover excludes wheels, underbody, windscreen and interior. Many cars have unlimited mileage, and any limit is on the listing. After an accident, tell the rental company straight away and get a police report — without it the insurance will not pay out.

Driving abroad: Greece and North Macedonia only in cars with the cross-border option; Montenegro only with the company’s permission and a Green Card. Terms and fees vary by company. Going the other way, from Montenegro, a Montenegrin car is allowed out with written permission and a Green Card — see the Montenegro car hire page.

Roads, tolls, parking and petrol

Albanians drive on the right. There is one toll road: the motorway towards Kosovo, on the Milot–Morinë section — around €5 for a car at the Kalimash tunnel. Everything else is free, so on the coast and on the roads from Montenegro you will not pay tolls. Speed limits: 40 km/h in towns, 80–90 on main roads, 130 on motorways — follow the signs. The drink-drive limit is practically zero: 0.1‰. Fines start at a few thousand lek; for phones, seatbelts and alcohol from 5,000 lek (about €50).

Parking: in central Tirana 20–100 lek an hour depending on the zone (about €0.20–1), on weekday daytimes, paid by text from an Albanian SIM only; in Vlorë 50 lek an hour via TISPARK. Near beaches and sights it is usually 100–200 lek a day. Yellow lines mean no parking.

In autumn 2026 petrol costs around 193 lek (about €2.10) a litre and diesel around 206 lek — dearer than in Montenegro. Fill up at large stations and carry cash in lek, as not every station takes cards. Prices checked in October 2026; as a rough guide, 100 lek is about €1.

Where to go with a hire car

From Tirana: Krujë (about an hour), Berat (about two hours) and Durrës on the coast. In the south: the Riviera from Vlorë over the Llogara Pass to Sarandë, about 120 km and a full day with stops. From Sarandë: the Blue Eye and Gjirokastër in a single day, and ancient Butrint next to Ksamil.

In the north: Shkodër with Rozafa Castle and the Theth valley in the mountains, 2–2.5 hours on a single-track road and only in the warm months. Coming from Montenegro, the natural link is Shkodër: Budva–Ulcinj–Muriqan–Shkodër is about two hours plus the border.

What can go wrong

The biggest risk is a dirt road. Hire cars are for tarmac only, the insurance does not apply on unsurfaced roads, and most cars carry a GPS tracker. Forbidden routes include Berat–Përmet through the Osum Canyon, Theth–Valbonë over the mountains and the dirt turnings to southern beaches off the SH8. Satnav in Albania sometimes picks impassable roads, so check your route.

Local driving has its own habits: indicators are rare, overtaking happens in the wrong places, and drivers stop in the middle of the road. Cancellation is free up to 7 days before (30 days for convertibles and luxury cars; with the “Free cancellation” option, up to 24 hours), but the 6% payment fee is kept. Fines, parking and tolls are on you.

Car or bus?

You can manage without a car if the trip is Tirana plus one resort: the Rinas Express bus runs from the airport to the centre for 400 lek, and in summer a bus links Sarandë and Ksamil every 20–30 minutes. Taxis at the airport and the resorts in summer are not the best value.

Once Berat, Gjirokastër, the Blue Eye or the Riviera with stops are on the list, a car gives you freedom: stop at beaches and viewpoints, combine the Blue Eye and Gjirokastër in one day, travel at your own pace. You can pick one up in Tirana and drop it off in the south, in Sarandë.
